源出拉丁语 Vox populi vox Dei。英国神学家兼学者阿尔克温（Alcuin, 730-800）写给查理曼的信中对这句话表示怀疑，这是第一次提到这条成语。自十四世纪的英国诗人约翰*高尔（John Gower, 1325?-1408）起，不断有人引用这条成语。
